From the I10 Training Room Patch Notes:Costume Piece Recipes have been moved into their own drop pool and the chance of getting one has been increased. Costume Piece Recipes will ONLY drop off of Minion-level entities. Lieutenants and higher have no chance of giving out a costume recipe. Read more here...
